为进一步响应国家“质量强国”战略，积极推动测试计量科技创新发展，探讨测试计量技术发展趋势和热点、难点问题，促进测试计量技术更好地服务经济发展、科技创新，中国测试杂志社、中国测试技术研究院定于2019年10月31日至11月2日在成都共同举办“2019中国测试学术年会”。
现将有关事项通知如下：
一、会议内容
本届年会的主题是“科技创新，质量强国”，设有主旨报告会、专题分论坛、编委会和战略合作联盟交流会等活动。会议拟邀请我刊特邀院士、知名专家、合作单位，以及测试计量领域科研院所、高校等相关人员莅临参会，欢迎有大会报告意向的国内外专家联系会务组。会议具体内容涉及：
1、国际单位制量子化演进；
2、以量子计量基准为核心的国家先进计量测试体系建立；
3、应用先进的光电、精密机械、电子、量子、人工智能等的现代测试计量技术与相关仪器仪表；
4、与测试计量领域密切相关的传感器与智能检测，涉及传感器标准发展、传感器材料、传感器设计、传感器性能、MEMS技术等的研究与应用。

学术年会面向高校、科研院所的专家、学者征集会议论文，论文以“测试技术和标准研究”为宗旨，内容涉及测试理论、测试方法、测试仪器、测控技术等。有交流意愿的专家、编委可准备论文入会（内容是否发表均可）。未曾发表的论文经评审通过后，可择优在《中国测试》免费、优先发表。

Notice of 2019 Academic Annual Conference of China Measurement and Test
In order to further response to the national strategy of "Great Power of Quality", actively drive the innovative development of test and measurement technology, discuss the development trends and the hot and difficult problems, and better serve the economic development and scientific and technological innovation, China Measurement and Test Press and National Institute of Measurement and Testing Technology are scheduled for holding "2019 Academic Annual Conference of China Measurement and Test” in Chengdu, China from October 31 to Nonvember 2, 2019.
The relevant affairs are hereby notified as follows:
CONTENTS OF CONFERENCE
The theme of this year's annual conference is “Science and Technology Innovation, Great Power of Quality". There will be keynote reports, special topic sessions, editorial committees, strategic cooperative alliance exchanges and some other activities. Special academicians of China Measurement and Test (more than 3 academicians will be guaranteed to attend), Well-known experts, cooperative units, as well as relevant personnel from research institutes and universities of testing and measurement field will be invited to attend the conference. All of the domestic and foreign experts with reporting intention are welcome to contact the committee. The specific contents of the conference involves:
● Quantum evolution of SI system;
● The establishment of the national advanced measurement and test system with Quantum measurement standards as the core;
● Modern test and measurement technology as well as relevant instruments applied with advanced photoelectric, precision machinery, electronics, quantum, artificial intelligence and so on;
● Sensors and intelligent detection closely related to the field of test and measurement, involving researches and applications of the development of sensor standards, sensor materials, sensor design, sensor performance, MEMS technology and all that.

CONFERENCE PAPER
This year's academic annual conference is to collect papers from experts and scholars from both universities and research institutes. The papers aim at "Research on Test Technology and Standards" and covers test theories, test methods, test instruments and measurement and control technologies. Experts and editorial board members who are willing to communicate with attendees can prepare papers in advance (whether the content is published or not). Unpublished papers after assessment can be preferentially published in China Measurement and Test free of charge.
