摘要：

加快构建国家现代先进测量体系是适应国际计量体系重大变革的时代要求，是实施国家创新驱动发展战略的重要支撑，对我国建设现代化经济体系具有重要意义。该文在对国家现代先进测量体系进行总结分析的基础上，厘清国家现代先进测量体系的生成逻辑，明确现代先进测量体系的时代背景、理论依据与现实动因，并从体制机制、创新活力、国际影响力以及人才队伍等方面提出对策建议。

Basic connotation, generation logic and realization path of national modern advanced measurement system

Abstract: Speeding up the construction of national modern advanced measurement system is to adapt to the requirements of the era of major changes in the international measurement system, is an important support for the implementation of the national innovation driven development strategy, and is of great significance to the construction of China's modern economic system. Based on the summary and analysis of the national modern advanced measurement system, this paper clarifies the generation logic of the national modern advanced measurement system, and clarifies the historical origin, theoretical basis and practical motivation of the modern advanced measurement system. It also puts forward countermeasures and suggestions from the aspects of system mechanism, innovation vitality, international influence and talent team.
